Prior to starting Moore Strategic, David was the Senior Vice President, Programs at the National Academy Foundation where he oversaw the full program of the National Academy Foundation ensuring consistent alignment to strategic priorities and disciplined focus on producing outcomes.
As a Partner at Collaborative Communications Group, David built a consulting practice working with local school districts, education and national non-profits to strengthen efforts to provide quality education for all children.
At the Forum for Youth Investment, as COO David, stabilized the operational and management structure of this national youth advocacy organization. He served as Director for Community Initiatives at the Harwood Institute a national non-profit managing a team of project managers working to strengthen education and democratic practice.
Samantha Wigand is committed to working with communities to ensure that all children have equitable opportunities to mature into healthy, well-adjusted, productive citizens. As a partner with Moore Strategic Consulting she leads comprehensive initiatives on early learning, community impact and community change. She is a skilled strategist, project manager, facilitator and analyst.
An international expert on early learning she has dedicated her career to working with national organizations, community nonprofits, and government agencies to strengthen the community systems upon which our children’s success depends.
Samantha began her work in this area with the Tennessee legislature's Select Committee on Children and Youth and then with the Tennessee Commission on Children and Youth on issues ranging from prevention and early childhood development to state systems of care. Samantha then joined United Way of Metropolitan Nashville as the Director of Children’s Initiatives, where among other things she oversaw and monitored more than $1,000,000 of outcome-based investments in children’s services annually.
Samantha used these skills to develop a successful city-wide multi-site early literacy/school readiness initiative that received $3,000,000 from the U.S. Department of Education and increased the number of at-risk children ready for school from 54% to 95%.
In 2008 Samantha joined United Way Worldwide, the leadership organization for the global United Way network, and lead a variety of national education projects encompassing child maltreatment prevention, school readiness, and family and community engagement for student success. Samantha spent over eight years working with communities throughout the country (and internationally with in-country United Way affiliates) to produce results in diverse settings with comprehensive collective approaches.
As a certified coach with the Harwood Institute for Public Innovation, Samantha has empowered communities to engage not just formal partners – service providers, government, donors, etc. – but also to meaningfully engage families, parents and neighborhoods around the issues that matter most to them.

- Led the development and implementation of a performance management system including four million data records and integrating four different data streams for ease of use and implementation across a national network of 500 sites.
- Developed executive leadership staff into teams focused on results, providing coaching and support for staff development and outcome focused management.
- Designed and executed large and small group facilitations for national organizations – including senior leadership retreats and network engagement sessions of 300 participants.
- Provided disciplined leadership planning to non-profit organizations to solidify plans and keep teams focused on organizational mission.
